Dr. Fulcher is Chief of the Section of General Obstetrics and Gynecology at UTMB Galveston Main Campus. He holds a bachelor's degree from North Texas State University in Denton, Texas, and received his medical degree and residency training at the University of Texas Medical Branch at Galveston. He is board certified in obstetrics & gynecology. As a result of his interest and experience in contraception management, he has served on the Family Planning Advisory Committee for the State of Texas Board of Health, and as a consultant for the U.S. Department of Health Family Planning Services. He has provided the latest in contraception options to his patients. He has provided expert care in general obstetrics and gynecologic surgery for over 35 years. His special interest is in minimally invasive gynecologic surgical procedures.

Dr. Fulcher is married with three children and two grandchildren, and lives in Dickinson.

Lucy Villarreal, M.D. is a Clinical Assistant Professor for the Division of Gynecology. Dr. Villarreal completed her medical degree and 3 years of residency training at the University of Texas Medical Branch in Galveston. She completed her last year of residency training at the University of Oklahoma Health Science Center where she then became an Instructor for the Department of Obstetrics and Gynecology. Dr. Villarreal returned to Texas to teach as Obstetrics and Gynecology Faculty for the McLennan County Medical Education and Research Foundation Family Practice Residency Program. She subsequently founded Central Texas Women’s Care, PA, where she entered private practice for many years. Dr. Villarreal has participated as Department Chief of Obstetrics and Gynecology for Providence Hospital and was on the Ethics and Infection Control committees.

Dr. Villarreal is board certified in Obstetrics and Gynecology and is currently a fellow of the American Congress of Obstetricians and Gynecologists. Her clinical interests include uterine bleeding, gynecologic surgery and minimally invasive procedures, menopause, contraception, abnormal Pap tests, and care of the obstetric patient.

Dr. Villarreal is married with two children. She enjoys philanthropy and places community needs at the core of her personal mission. Dr. Villarreal has worked as chairman or president for major fundraisers and efforts with organizations such as the American Cancer Society, Education Foundations, and Junior League. She currently serves on the Board of Directors for the Cameron Park Zoo in Waco, Texas, and as a Gynecologic Faculty for St. Vincent’s Student Run Free Clinic in Galveston.

Dr. Cecil Kumfa is a graduate of the Windsor University School of Medicine in St Kitts, West Indies. She completed her residency at Richmond University Medical Center in New York and her Geriatric Medicine fellowship at the University of Texas Medical Branch in Galveston.

Dr. Kumfa is an assistant professor of Geriatric Medicine and serves as attending faculty on the ACE (Acute Care for the Elders) Unit, Geriatric Consults, and Geriatric Clinic Service. Dr. Kumfa currently serves as the director of the Acute Care for the Elders Unit, as well as the Medical Director of Gulf Health Care Center in Galveston.

Dr. Natalie Royer is an Assistant Professor in the division of Pediatric Urgent Care at the University of Texas Medical Branch. She earned her Bachelor of Science from Texas Lutheran University. She obtained her Doctor of Osteopathic Medicine from the University of North Texas, Texas College of Osteopathic Medicine and completed her pediatric residency training at The University of Texas Medical Branch.

Dr. Royer joined the University of Texas Medical Branch as faculty in 2018 and is board certified by the American Board of Pediatrics.

Dr. Truong Nguyen is an Assistant Professor in the department of Obstetrics and Gynecology and specializes in Gynecologic Ultrasound, Gynecology, Obstetrics and Women's Health Care.    Dr. Truong received his medical degree from the University of Texas Medical School at Houston and completed his residency at St. Joseph Hospital in 2003.   Dr. Truong is certified by the American Board of Obstetrics and Gynecology.

Dr. Zuleica Santiago-Delgado joined the Department of Family Medicine in 2018. She is a family physician at the Family Medicine Clinic - Island East with a focus in women's health and obstetrics. Dr. Santiago-Delgado earned a Bachelor of Science in Molecular and Cellular Biology from the University of Puerto Rico in Rio Piedras, Puerto Rico, and a Doctorate of Medicine from Ponce Health Science University in Ponce, Puerto Rico. Dr. Santiago-Delgado completed her residency training at UTMB Health.

Dr. Santiago-Delgado is a board certified family physician and her academic and clinical interests include women's health, academic medicine, and underserved population medicine.

Dr. Caryl Guillermo received her medical degree from the University of the East Ramon Magsaysay in the Philippines. She completed her residency in Family Practice at the Wichita Falls Family Practice Residency Program, an affiliate of UT-Southwestern in Dallas. Dr. Guillermo is following in the footsteps of her father, Dr. Benjamin Guillermo, who has been a practicing physician in the Clear Lake-area for over 15 years. Dr. Guillermo is board certified with the American Board of Family Medicine. She is a member of the American Academy of Family Practice and American Medical Association. Dr. Guillermo's practice philosophy is to help her patients by listening and caring for them physically, emotionally, and spiritually. She believes in empowering her patients through active participation in their treatment plan and overall health. She loves taking care of entire families and has a special interest in women's health and well-being.

When Dr. Guillermo is not at work taking care of her patients, she enjoys spending time with her family. Dr. Guillermo is a member of Bay Harbour United Methodist Church in League City. Her hobbies include reading, shopping, bowling, and tennis.

Dr. Ikram joined UTMB Health's Department of Family Medicine in 2023. He currently serves as Clinical Assistant Professor and will serve as faculty on the Family Medicine Inpatient Service as well as see patients at all three of our Family Medicine Clinics - Dickinson, Island East and Island West.

Dr. Ikram earned a Bachelor of Science in Biology from The University of Texas at Arlington and a Doctorate of Osteopathic Medicine from the University of North Texas Health Science Center Medical School in Fort Worth, Texas. and completed his family medicine residency training at The University of Texas Medical Branch at Galveston.

Dr. Ogamdi believes that patient education through an open way of communication will lead to a vital, long-lasting relationship with her patients. Dr. Ogamdi promotes patient empowerment and security in the understanding of their health, health maintenance and disease prevention, and integrative approaches to patient care. In her spare time, she enjoys spending time with family, learning new languages, traveling, and making bold new recipes.

Dr. Ben-Okoli's special interests include prevention, health maintenance, integrative medicine, counseling and adult medicine. He is dedicated to patient empowerment and patient education which are essential to helping patients achieve their medical, mental and social health goals. He is looking forward to developing lifelong relationships with his patients and their families.
