  • Dr. Xiangping Li joined the faculty at UTMB in 2013. Currently she serves as the Assistant Professor and the Director of Quality and Safety in the Department of Neurology. Her main interests are related to epilepsy, EEG, EMU (epilepsy monitoring unit), quality improvement in health care, and residency education.

    She completed neurology residency at Louisiana State University Health Sciences Center-Shreveport and Clinical Neurophysiology fellowship at University of Texas Health Sciences Center-Houston. Prior to UTMB, she worked as a neuro-hospitalist at Clear Lake Regional Medical Center and St. John Hospital in the clear lake area.

    Besides her subspecialty interest in epilepsy, she enjoys working as a general neurologist and treating a variety of neurological conditions in both the inpatient and outpatient settings. She offers Botox injections for chronic migraine prophylaxis, and interrogates vagus nerve stimulation (VNS) for medically intractable epilepsy.

    She received a Master's degree in Public Administration in Health Policy and Management at Robert F. Wagner Graduate School of Public Service, New York University in 2003. She has gained additional training in health care quality improvement by attending UTMB clinical safety and effectiveness course in 2014.

    Dr. Li is Board Certified in the American Board of Psychiatry and Neurology (ABPN) and Clinical Neurophysiology. She has also been a member of the American Academy of Neurology since 2007.

  • After receiving his under graduate education at the University of Texas in Austin, Dr. Masel attended medical school at UTMB in Galveston, where he also completed his Neurology residency training.

    He then completed a Clinical Neurophysiology fellowship at Baylor College of Medicine in Houston, Texas, before returning to UTMB as a faculty member.

    Dr. Masel is currently the Director of the Epilepsy Program, and Chair for Clinical Affairs in the Department of Neurology.

  • Brent E. Masel M.D. is the Executive Vice-President for Medical Affairs with the Centre for Neuro Skills (CNS) which operates brain injury treatment facilities in California and Texas. He is a Clinical Professor of Neurology at the University of Texas Medical Branch in Galveston. He is a graduate of Loyola University Stritch School of Medicine in Chicago. He came to UTMB for his internship and residency in Neurology.

    He was in the private practice of Neurology for 17 years in Galveston and then served as the President and Medical Director at a post-acute brain injury facility from 1994 -2017 before taking a position with CNS. He has served as Chairman of the Board of the Brain Injury Association of America and is presently the National Medical Director of BIAA.

    He has conducted research and has approximately 50 publications in the areas of brain injury rehabilitation including virtual reality, hyperbaric oxygen treatment, sleep abnormalities, metabolic abnormalities, hormonal dysfunction, and the long-term medical issues from chronic brain injury. His greatest achievement is his two sons who are both physicians.

  • Muhammad Zeeshan Memon, MD, is an Assistant Professor in the Departments of Neurology and Neurosurgery, at UTMB. He specializes in the medical and minimally invasive treatment of vascular diseases of the brain and spine.

    Dr. Memon obtained his medical degree from Aga Khan University, Pakistan following which he pursued a dedicated research fellowship under the mentorship of Dr Adnan Qureshi at University of Minnesota. He then finished his neurology residency at George Washington University Hospital in Washington DC and was the Chief Resident. Dr. Memon subsequently completed a Vascular Neurology fellowship at University of Miami- Jackson Memorial Hospital, Florida. He then completed fellowships in Neuroendovascular Surgery first at University of Maryland and then at Rutgers- University Hospital In New Jersey leading to subspecialty Certification in Neuroendovascular Surgery.

    Dr. Memon is dual boarded in Neurology and Vascular Neurology, which allows him to bring a unique perspective in diagnosing a variety of vascular diseases of the brain and spine, including strokes, aneurysms, arteriovenous malformations (AVMs), and tumors. His subspecialty training in Neuroendovascular Surgery gives him the ability to use cutting edge technology to treat these conditions with a minimally invasive approach. He also participates in clinical research in stroke, and other cerebrovascular disorders. Dr. Memon has authored several peer-reviewed publications and multiple book chapters.

  • Dr. Chilvana Patel is a Clinical Associate Professor and the Clinical Neurophysiology Fellowship Director at University of Texas Medical Branch, Galveston.   • Dr. Nancy Perachio is a clinical neuropsychologist with special interest in dementia and traumatic brain injury. She started at UTMB in early 2023 but is not new to the practice of neuropsychology. She has a couple decades of experience in various settings. Although her practice at UTMB is largely outpatient, her clinical experience includes VA medical center, inpatient physical rehabilitation, inpatient consultation and liaison, and nursing care facility consulting.   • Dr. Elena Shanina joined UTMB as Assistant Professor in 2009 and was recently promoted to Associate Professor.  She graduated medical school in Russia and completed her Neurology residency training at UTMB.

    Dr. Shanina subspecializes in Electrodiagnostic Medicine and Neuromuscular disorders and is a member of several national and international organizations.  She is certified in Neurology and Neuromuscular Medicine by American Board of Psychiatry & Neurology, in Electrodiagnostic Medicine by American Board of Electrodiagnostic Medicine, and Neurosonology by American Society of Neuroimaging.

    Dr. Shanina has been the Director of the Electromyography Laboratory since 2011.  She also leads Neusosonology Lab and uses high resolution ultrasound to study peripheral nerves and muscles and enhance diagnosis of neuromuscular disorders.  She is performing injection procedures under ultrasound guidance to improve precision and reduce risk of complications compared to blind procedures.

    She combines clinical work and teaching.  Dr. Shanina serves as Clerkship Director for Neurology Clerkship and currently hold the John R. Calverley Endowed Professorship in Neurology for Education, and continues to develop new teaching methods for our newest generation of learners.

    Dr. Shanina's research interests focuses on neuromuscular ultrasound, traumatic and postsurgical nerve injuries, inflammatory neuropathies, myopathies, dynamic nerve imaging, and student education.
